How to install fallout new vegas redesigned 3

Is it the same as ♥♥♥ v.2 on the the Nexus forums? (This one: ) The instructions say that you must first install Fallout Character Overhaul 2.3.1., but I cant find it.

I think I want to install Fallout Redesigned 3, but since I've had problems installing mods, I wanted to ask if anyone knows how to do this without too much problems.
